Changes to Manitoba Public Health Act C.C.S.M. c. P210

Highlights of the changes to the Manitoba Public Health Act C.C.S.M. c. P210:

  • Section 23 (1) Lifeguard Sightline Requirements – Effective January 1, 2026:
    • As required, there may be need for additional lifeguards and/or assistant lifeguards on deck to ensure that all areas of the pool can be continuously observed (guarded).
      • This is in addition to the minimum requirements set out in Schedule C
      • The number of additional assistant lifeguards must not exceed the number of additional lifeguards.
  • Section 23 (2)(a)(i) Single Lifeguards Staffing Requirements – Effective June 30, 2025:
  •  Section 15 Fencing Requirements – Effective January 1, 2026:
    • All pool gates in fences enclosing a pool must be self-closing.
    • The outside of fences and gates enclosing a pool must be clear of objects or fixtures that could help someone in climbing over the fence.
  • Section 16 Water Quality Requirements – Effective June 30, 2025:
    • Pools using cyanuric acid must maintain a cyanuric acid concentration of 50ppm.
    • New testing methods for microbiology water testing have been approved.
  • Section 17 Testing Equipment Requirements – Effective June 30, 2025:
    • Pools using cyanuric acid must have appropriate testing equipment and maintain logs of weekly testing.
    • Pools using bromine or chlorine must have testing equipment scaled to increments of 0.2ppm. Colour comparator test kits can no longer be used.
